I honestly don't think it has been officially abolished in the USA. In the US the school policies are set by the state not the federal government. So while corporal punishment might be gone from 49 states as long as one state lets one district do it, it still exist. There was a court case on the use of corporal punishment in Florida in the mid-80s. IIRC they did not ban it even then and my teacher says they never have. So if my history of Education teacher is right they never banned corporal punishment, if he is wrong it was banned sometime after the mid-80s.

It hasn't been. I teach in Arkansas. Some school districts permit corporal punishment here, while others do not. It's a legal "patchwork quilt." There are (I think) quite a few states in the US that have banned the practice state-wide. I have never used corporal punishment, even while teaching at schools where it would have been permitted. Hitting a student, for any reason, is a terrible idea.
