I am trying to put a number on the number of schools or districts in the USA because I sell my product to all the schools in California. All the schools in the nation need these safety devices.

I suggest you divide the population of the U.S. by the population of California, and use that ratio to calculate schools in the U.S. based on your knowledge of the number of schools in California. There is no really accurate count available and it is different depending on how you classify districts and schools, whether you include private schools, what age groups you include, etc.

Official state districts vary wildly - at one point Iowa and Nebraska each had hundreds, far more that more populous states like Illinois or Ohio because there was a small school every mile in every direction. On the other hand, in Dallas County where I live, there are parts of 8 or 10 major districts plus several catholic and baptist, plus several evangelical private, etc., while some of the 250 counties in Texas has just one district. Depending on what your product is, the principal of a school may be able to purchase it or only superintendents may be able to approve purchase or the board of trusties or the state or the fire marshal.
